Britain and America have established a significant bilateral deal that will maintain no tariffs on UK pharmaceutical products entering the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has committed to increase spending on medicines through the public health system. This commitment secures that tariffs on these key products will stay at zero for a timeframe of 36 months.

This development is in response to earlier statements to dramatically increase duties on branded pharmaceutical products, with potential rates floated up to 100%.

"This agreement between the UK reinforces the international landscape for innovative medicines and introduces much-needed balance to transatlantic drug exports," a release noted.

Commercial Importance

Medicines constitute one of the UK's biggest export categories to the United States, which is easily the biggest destination for leading companies like GSK and AstraZeneca.

Export figures indicate that in the 12 months to the end of September, the UK exported drugs valued at £11.1bn to the US. This amount accounted for a significant portion of all goods exports in that span.

"This agreement secures work, boosts funding and sets the stage for the UK to emerge as a global hub for life sciences," a minister commented.

Specific NHS Changes

The agreement entails several specific changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it considers new medicines to be too expensive by 25%.
  • Increased NHS Spending: There is a aim to raise overall NHS spending on treatments from 0.3 percent of GDP to 0.6 percent over the next decade.
  • Rebate Cap: The percentage drug companies must refund to the NHS to stay within budget will be capped at fifteen percent. In the past, repayments exceeded 20%.

Recent Tensions

The pact takes place against a ongoing row between the drug companies and the ministers over spending levels and regulatory access.

The disagreement were intensified by arguments that American customers were charged several times more for the identical medicines than consumers in the Britain and the EU.

Over the last 18 months, several significant manufacturing plans in the UK have been halted or abandoned, while multi-billion-dollar expansions have been directed toward projects in the United States.

The Science Minister acknowledged that the NHS must invest a greater share on drugs, noting that its expenditure on drugs had declined as a share of its resources over the previous ten-year period.
